A partial fix for this one would be trivial to do. All you'd have to do is exempt a bailed pilot on the ground from the killshooter code. Since a pilot, once they've bailed, has no game purpose other than spying for their country, and there is a
long tradition of shooting spies, I don't see that there's any point in leaving killshooter on for bailed pilots once they've hit the ground; if they want to hang around and play spy after they land, they accept the risk of getting killed and having their bail/capture changed to a death.
That doesn't fix the problem of someone changing sides and
driving into the middle of a town and parking there to protect it, but it's a start.
