When pressure is coming from that base. My squadmates and I will pork fuel from surrounding bases sometimes before hitting a heavily defended base. That way we know we won't have any high surprises.

When you're spearheading an assault on it.
When your carrier is passing by it.
When gvs are coming from it and attacking your base (AKPizza map is notorious for this).
When the other country is staging a massive mission from it.
