I don't know that this sort of solution would work, it raises a whole bunch of new issues:
- What happens if someone launches a long range mission and is re-arming somewhere else far across the map. Does that count against the airfield until the person exits?
- What happens if somene makes a mission and there are not enough fighters/bombers available to actually launch it from that field?
- What happens when someone logs in to the MA and there are only 3 fields left, so only a total of 90 fighters, which are all being used. Would they have to try and find something else to do?
- How do you select who gets to fly, first-come-first-serve, or you going to que people up and have them wait for someone to die/exit before they can spawn?
- how do you control which plane is spawned from which hanger. Are you going to balance them out so if one hanger is killed then some people already in planes won't count against the remaining total, or do you simply deduct from the remaining total from all the planes already airborne? 10 guys could be out on a mission, and the loss of 2 hangers would mean nobody else could spawn...

Resource limiting might be cool, but I think that it would need to be a little better set up than this. It really needs to take into account personal expenditures of resources and group expenditures to really have a chance at success. You don't want it so it overly limits a persons freedom to spawn from a field, but you may want to limit it so that a single person can't continously spawn suicidally.
