no doubt, i posted that same pic in a different thread w/in the last week...damned ugly bird, but i kind like the wing...long chord, short span...probably a bit more sturdy (except the whole plane looks like its held together by shoelaces)

Humble that's a "Caspian Sea Monster".

It's referred to as an "Ekranoplan" by the Russians.

The one in your picture looks like the Lun.
Specs:
Weight - 400 tonnes
Propulsion - 8*NK-87 Kuznetsov four on each side of the fuselage aft of cockpit
Crew/Passengers - 400
Speed - 450-550 km/h
Ceilings - Cruise 1-4m (Yes 1-4 metres or 3-12ft :)), Search & Rescue mode 300-400m, Max 3000m (10,000ft or so)
Range - 3000km

They were designed to be used for search & rescue, transport and coastal defence and flew mostly in Ground effect (i.e 1-4 metres above the water). Imagine the speed rush!!!! :eek:

The fall of the USSR robbed the project of money for future development, but I believe there is a company manufacturing very small ekranoplanes in North America somewhere.
