It's an I-400 submarine aircraft carrier. It was used to carry a bomber that was gonna bomb Panama Canal to keep the Atlantic Fleet in the Atlantic, so it couldnt help after Pearl Harbor.

Didn't the Germans transport jet engines to Japan via sub?

I can't find any pic to conclude, at the time being, so my best guess is an Italian Transport Sub, possibly modified Torelli.

But I am far from sure about it  :)

It's not an I-400, but I am betting it is somethign similar form some country or another, probabaly Japan.
