I went to college in Hawaii and also at a University about 20 miles from University of Colorado at Boulder. I have visited various parts of Texas in the winter and summer. I think that you would be very happy in Colorado or Texas.
However, nothing compares to Hawaii. If you can afford to go to school in Hawaii, by all means, go there! The year I spent there was the time of my life. I kayaked, biked, hiked, partied, played tourist, and generally had a blast during my stay. I even met my wife on Waikiki Beach.
The cost of living in Oahu is outrageous. There are only 3 types of people whom I would recommend living in Hawaii to: military, college kids, and those who are already rich. Most folks who live there have to work 2 or 3 jobs just to survive. They don’t have the free time to really enjoy their surroundings. Military and college folks generally already have the housing thing worked out and they are used to being poor.
Go to school on the mainland, and you will never know what you missed. Go to school in Hawaii and you won’t believe that you even seriously considered any place else!

(During my first semester of college I was on academic probation for crappy English skills as well. After 10 years of higher education I have become one with F7. )
