Poor Frame Rates

I am new to this site, unable to get frame rates above mid thirties, any ideas on how to improve this would be appreciated.
I have the following,
Win2000 Prof.
2 gigs Ram
Radeon 7500 video card
HP 2842 19" monitor
Dell M610 workstation with 500 Mhz PIII XEON
set at 85Hz on the monitor
DirectX 8.1

No errors or problems reported in any systems checks.

System is basicly stripped for programs, OS and Aces High are pretty much it.  

Tweaks, Hints, directions to check out would all be great.

Read Skuzzy's Tweak Guide he posted in this forum.  It has some tips for those that use Win2k/XP that might help increase the frame rates.
