When booting the box from a cold start it seems the vid card takes a few minutes to catch up to the machine. I shut down to open the case and move the D-bracket to another slot and connect the keyboard/mouse passthroughs on my sticks. When I lit the box after I was done win2k was already asking for my login password before the picture showed on the monitor. Then it flickered some for about 30seconds before showing nice and steady.
Should I be thinkin about RMA'in the vid card?

Is this the video card that's slow to come up or the monitor? The first thing I'd do is check that you don't have a loose connector between the two. Its cheap and easy.

Caveman the ti4200 is notorious for it's quality.. Some resellers have reported 8 out of 10 sold rma'd.
Send the thing back and get an ATI instead

I'm going to say it's the card. The LED on the monitor goes from amber to green, indicating it's getting signal, at the appropiate time. And there was no delay at all on the old box.
