It quite obvious the PA 1 was a rush job..Im all for 99% of the Patriot act if it had checks and balances...  With no checks and balances it could (note could) be used to turn our current oligarchy democracy to straight despotism florida election style in about 1-2 yrs....

scenario a:  We get attacked again and FEMA takes control...  (Constitution is nil)
