I ran into an image for the 1st time yesterday that wouldn't let me right click copy/paste. I'm sure they've been around longer... I've just never seen it. Ended up just taking a screen shot.

if in XP, while holding left mouse button down, click right mouse button, you should get "Save Picture as...." pop up.

There is no server side code that can affect your actions on your pc.  The code to do that has to be client-side.  Javascript is the most popular way to do this.  The easiest way to get rid of it...and 9/10 popup ads?  Disable javascript in your browser.
