Tomahawks are neat weapons.
However, they don't go after vehicles, at least ones that are moving. They have no tracking radar systems. They only go to the coordinates you tell them to go to, and they fly at sub-sonic speeds using a small jet engine. It can be a few hours from launch to detonation. If this was a tank, it could move while the Tomahawk was enroute.
Whether there is anything to hit at the coordinates has to be determined ahead of time. Well defended things that can't move are their primary targets. Bridges, power stations, railroad yards, and the occasional old, chemical weapons plant with a brand new "baby milk factory" sign out front.
Besides, make the little rugrats breast feed instead. Baby milk factory indeed.

Since Bagdad still has power and running water I can tell that the USA is deliberatly not trying to ruin the average Iraqui's day to day living, only thier leadership. The reports I've seen today seemed to be mostly concentrated on government buildings and Presidental palaces.
