(Scratches head) Okay,not sure about this strat carry on,BUT! what ARE the ACTUAL results os a heavy,concentrated attack on say,an enemy City/refinery or Flack factory? DOES this actually effect the enemy war effort or is it a waste of time and resources?? just wondered.

Not much effect at all which was why bombers went after the HQ but instead of looking at why the HQ was such a juicy target and perhaps changing the strat to make other targets meaningful they just made the HQ a no go area with the addition of the Me163.

It's only useful if at the same time you send attacks to target the corresponding supplies at airfields close to the front.

e.g. flatten the refinary and kill the fuel supply at a field, it will be unusuable for 2 hrs (vs. 30 minutes with refinary up).

The only two factories it makes sense to hit at all ihmo are the refinary and the grunt training facilities. Of course, hitting them without also targeting the fields is useless.

Also, this isn't really useful if you want to actually capture the enemy field, but to make him stop from taking yours. On the maps with strat zones its far easier to let the enemy capture the first row of fields in your zone, then rebuild time is maxed automagically.

HTC describes the strat system Here.  Its an excellent description.

Of course, the secondary reason for hitting these structurers is that they are seldomely defended and its a great way to get your damage per sortie stats super high in bombers.  Ooops... only shoulda adressed that if you'd titled it "For score potatos".
