Looks like Grumman Duck on the deck of some US carrier somewhere in the Northern Atlantic during WW2 , or enroute to Murmansk.. nevertheless looks exactly like here just now, 29Kts gusting and vertical snow/sleet/ice pellets...

Yorktown class - Enterprise CV-6 would be guess #1.
