Yes

1) Open up the xxxx.oba file using notepad ( if the file is too big you will need to use wordpad )
2) Look for the line staring with F01TWR00,      twr1, ..........
3) Highlite this complete line and Copy it.
4) Select all and delete ( this will delete all the lines )
5) Paste the   F01TWR00,      twr1......................  line
7) Save changes to your xxxx.oba file

P.S
To easily find this Tower, make sure the first 3 numbers after twr1 are set at 0.000 ( this will place it at grid 10.24 / 10.24 )
example
       F01TWR00,      twr1,       -96.839,         0.000,     42101.104, 0.0000, 0.0000, 0.0000,      7424,    0,    1,   -1.00,    -1.0,        -1,   0,    0,    0,    0

would be changed to

       F01TWR00,      twr1,       0.000,         0.000,     0.000, 0.0000, 0.0000, 0.0000,      7424,    0,    1,   -1.00,    -1.0,        -1,   0,    0,    0,    0

Also if you want to keep the country stuff then only delete all the lines starting with F and not the ones starting with C
