What if they don't find Saddam?

Mr. Rumsfeld, what if we can not locate Saddam? We never found Osama Bin Laden, but we affirmed that Al Queda was operating inside Iraq. Does this leave the US Coalition with an open ticket to proceed on an open ended mission against terrorism? Are we free to proceed with overt millitary action outside Iraq to ensure victory against an enemy that has turned covert?

You think Al Qaeda and Osama are the only terrorists in this world?

The terrorists left us with an open ticket to battle terrorism, I hope we have the will to follow through with the battle.
