I think what Skuzzy is referring to is what we would call a 'lollipop' - a sweet on a stick.....once the sweet has been eaten, all you have left is the stick. Like Dowding said, though, "toodle-pip" is not something you would hear us Northerners say! "Bye", "Tara" or "cya" more like!

Southerners, however..... well, they're a different breed....

Yes Flossy. We have the lollipop as well. The tootsie pop is the same principle, but the candy shell surrounds tootsie roll chocolate.
I thought Tootsie rolls/pops were sold worldwide. My mistake.
