I resent that. Utterly. I would never say 'Toodle pip' or 'Tootle pip'. I may be English, but I'm from the North. If I said that, my parents would disown me and I'd suddenly become very friendless. England isn't a Mary Poppins musical. Finally, clearly you've never heard me on AH Voice. My accent just does not go with that phrase.
