Let them loot. They're seeing an opportunity where there has been none in ages.

Prevent them from raping and settling old scores though. That'd quickly backfire. So keep the looting reasonable and everything is a-ok.

As far as civilians helping themselves to Saddam's silverware, I have no qualms about that.
