Sean Penn: Convicted of drink-driving and punching a photographer who tracked him and his then-wife, Madonna. He was jailed in 1987 for assault after attacking a film extra

Penn, 42, told police he had a loaded 9 mm Glock handgun inside his car in addition to an unloaded .38-caliber Smith & Wesson revolver in the trunk.

It was legal for Penn to have the guns in his car because he has a state concealed weapons permit, Kusmiss said.

I wonder, wouldn't it be a good idea to hold off on giving concealed weapons permits to people who have been convicted  of violent crimes?

Theres a blanket federal prohibition against possession of firearms by convicted felons, at least until the get their civil rights restored; also recently added provision against possession by someone convicted of domestic abuse.  DWI and non-domestic, non-felonious assault convictions wouldnt be disqualifiers under the federal law at least; dunno about individual state's laws.

Penn definately would require a serious individual consideration even WITHOUT any felony convictions.  With em I would have to say "No way - Handgun for you!"

Our State laws are very explicit:

You cannot have a Carry and Conceal Permit if:
~You have been convicted of a felony
~You have been convicted of 4th deg. assault or better.

Hey man they gave Sean the weapon because they knew he was a man who was devoted to peace.  They knew he would just put flowers in the barrel and keep it unloaded, not threaten cops with it or jam it in his girlfriend's mouth during an argument.

Hey Rip, I think they added domestic violence as a disqualifier in Wash State.

Its not very difficult to get a CWP in PA - you need to be 21 y/o and have a clean record.

If youve ever been institutionalized, on psychological medication, or have been convicted of anything more than a traffic ticket however, no carry permit for you.

It sounds like they draw the line at felony which is too high a marker imo, and too general a catagory.

I'd like to see all violent criminals restricted from concealed weapons permits. Including people convicted of assault (no matter what they used at the time (whether it be fists, ball bat, frying pan, whatever)

I didn't realize people like Penn could get a permit like that with his background of violent behavior.

I have a Concealed Weapons Permit for Pennsylvania.   I can tell you that at least in this state it is not possible to have one issued if you have been convicted of a felony, have a record of mental instability or are not someone of 'good character'.

I thought in California consealed weapons permits were issued by municipalities. No doubt the State can issue them also, but there was a controversery in the City of Isleton over the police chief issuing consealed weapons permits to whoever asked for one.

Maybe Sean Penn was issued one after he returned from Baghdad.
