Defrag and scandisk stoped running

My comp has some problems now, I cant run either Defrag or Scandisk anymore.

Last night when I was going to defrag my HD it didnt run so I had to reboot and then I tryied to run scandisk but it also failed?

When I try to start defrag my comp just frezes, I can move the mouse pointer but it dont respond to any input, not even ctrl+alt+del so only option is to turn it off by power button.
And when I try to run scandisk it stops after 5 sec and same thing I can move mouse pointer but thats it and I have to power it down to reboot.

If I start it in "failsafe mode" both scandisk and defrag runs fine,but scandisk flashes a window that reports something like "searching for lost clusters" and then the final report window comes up with a notification that it found no errors?

I am using win ME
(yea, yea I know normaly I reboot every 10 min when surfing the web, after the comp has frozen, but for games it work exellent)

Anyone can help me with this strange thing?

If you have a boot disc created from your machine...try running scan disc from it...if that works ok you may have corrupt s/w

Some driver or software loaded on your system at startup in normal mode is accessing the hard drive continuously or in regular intervals.  Microsoft Office used to have a program called Fastfind that would do this.  I suppose a virus scanner or something like Norton Systemworks could cause similar issues as well.  

Scandisk cannot run if any files are being changed while it is trying to scan them.  It will typically restart itself and give up after around 5 tries if this happens.

(BTW:  It is common for the Win9x defrag program to sit around 10% done for a LONG time if your drive hasn't been defragmented or is very large.)

Tnx bloom thats it. when I shut down all progs exept explorer I can run both defrag and scandisk.

Now I just have too find what prog is causing this. :)

ok I now have nailed the prog causing this, its the Panda Antivirus program
It has not done this in the past (I have used this prog over a year) but it updates once a week so I gues the last update caused this problem. I just have to shut down the prog when im going to defrag then,
