Flap damage, bug or feature?

I've noticed this a while ago - when a flap is damaged, the visual damage shows it gone. But if it was extended when shot off, the aerodynamical effect is still working as if the flap is "jammed" in it's last position.

This is a real problem to have one or two of your flaps stuck at an extended position and it happens to me quite often in the p-47 in which I use a lot of flaps.

Q: Is a damaged flap supposed to be a missing flap or a jammed flap?

I can live with that, just wondering.
