EI 6.1 question

I haave had a recurring problem with win98SE and IE 6.1 which is the current version out. The problem is that a second window stops opening when I click a link. It starts to open then stops without completing the images or anything else.

I have had this come up 3 times now. In the earlier two times I had to format and reinstall windows to get IE to work properly. I am now tired of formatting every month. :(

Has anyone had this problem and found a way to prevent or cure it?

Reinstal of ie 6 won't fix it?

Nope it didn't. I had to delete 6.1 and revert to 5.5. The only REAL thing I like about 6.1 is that I can set up my cookie preference and stop having to click refuse cookies when the windo pops up..:(
