I have to agree with Grim, Scorpions rock if they are considered ballads.  Winds of Change and Still Lovin' You are songs for the ages.  

I can't believe that no one has mentioned the Eagles "Hotel California."  I believe that is a story set to music.

Also, Journey has to have at least one good ballad.

Misty Mountain Hop, All my Love, Rain Song, Goin' to California, Song remains the same, When the Levee Breaks, In the Evening, Kashmir, Achilles Last Stand....And the list could go on and on and on for my favorite LZ songs. Yes I know they are not all ballads but damn they are good.

Ok I can tie two of the artists here into one post.

My first overseas job when I was fresh out of school was working at a place called Rustinberg Platinium Mines in Rustinburg South Africa. I flew down there in May and left my girlfriend and family and friends all behind. Because it was such a big adventure I didn't have time to miss them.

I bought a small car (Golf GTI) that had a tape deck and the guy that had owned it before had left a tape in the car. It was just a bunch of songs taped from the radio but a good selection of them.

The first day I had the car I was listening to the tape and this Gorden Lightfoot song comes on. I am not sure what it is called but it had the line "Did she mention my name" over and over in it. It is about two friends meeting far away from home. He sings about things like the local hockey team and a bunch of other small town Canadian topics.

All of a sudden I was overwhelmed by homesickness. I almost stated bawling. To this day that song reminds me of being far away from home and lonely.

Just 40 minutes north or so of Rustenburg is a place called Sun City which is like a mini Las Vegas resort. At the time due to sanctions there were no good acts coming to tour in South Africa. One band that did come down was Nazerith. They were rusty and past their prime but they played "Love Hurts" which was a show stopper. Totally awesome. I give it my vote for best rock ballad.
