Signon is required if you use email. You can also use the web interface at http://www.floc.net/dpjudge/?game=aceshigh1 and it appears to be easier.

Are you using the web interface?

If not, go to: http://www.floc.net/dpjudge/ and log on as England (IIRC).

You should see something like this:

Select the country or countries that you want to send to and hit the compose button.

You'll then see this:

Type your message. Select whether you want the message to me anonymous or not using the pull-down menu and then send the message.
