The Aztecs could be considered evil, for their practices of sacrificing human beings in the name of religion, by making an incision below the ribcage and removing the victim's still-beating heart, then casting the heart into a holy fire. Or in the case of the extremely high gods, the victims were pushed, still alive, into the fire pits and then, still alive, extracted with long hooks and, still alive, had their hearts removed and burned.
The Aztecs themselves were subjected to evil by the Spanish conquistadors' blind lust for gold and extermination of the native religions in the name of Catholicism.
And USA has its claim to the Trail of Tears.
British evil is well documented - Edward Longshanks, Tower of London, King Henry VIII, and so forth.
Rasputin was evil, and he held no government position at all.
