Can anyone pick a more absolutely evil nation in history other than  WWII Germany?

They have to rank in the top 2 of all time IMO, right behind America.

The Duchy of Grand Fenwick.

They invaded New York and they still hold the world in terror by possessing the football bomb (WMD) with which they regularly threaten to use on Antarctica (Little America). As a result, the U.S. must forever subsidize the production of Pinot De Fenwick.

 Their co-ed olympic free-style synchronized skeet shooting swim ballet team was once threatened with the daunting and life threatening task of drinking returned wine that apparently went bad .... just for not winning a gold medal (although neither the Summer nor Winter World Olympic commitees actually could arrange such an event for them to compete in since, apparently, no other country still (or ever) particiaptes in such a sport. When the Duchess was finally convinced that the sport of co-ed olympic free-style synchronized skeet shooting swim ballet was no longer (if ever) a valid olympic sport, she opted to make the team train for swordfish fencing instead.

 The Duchess makes everyone listen to Abba tapes on loudspeakers at the crack of dawn while the flag is repeatedly raised and lowered a random number of times (determined by a roll of 3 d 6 made by the Duchess).

Everyone in the country (visitor and citizen alike) are required to wear a hat under penalty of law (wearing a really ugly hat for a week until you learn your lesson and appreciate a not-so-ugly hat).

What about Cambodia and the Killing Fields?  When measuring evil, do you go by numbers of people killed (Soviet Union tops the list), by the amount of torture and misery (maybe Cambodia?) or something else?

I suppose it really depends on what your criteria of evil is.  For example, if evil is defined as terminal overacting, then Canada is the most evil nation for unleashing the Shatner on an unsuspecting planet.

Redcoats weren't evil. 'Scum of the Earth', maybe, but they were just the best at what they did - which was fight. Compared to most infantry of their day they were highly trained, organised and disciplined - only if that iron discipline was allowed to slip, such as at Badajoz, did they go nuts.

for quit a long time in "recent" history the most hated nation in the world was.... Britain.
At least according to the BBC. Getting on the nerve of the Hindu-Chinese population gets about 1/3 of the world's population against you. not to mention a whole bunch of smaller nations in just about every continent.

At least the british bring some style and good manners when they occupy you and they truely try to run things smoothly. It wasn't their fault the barbarians didn't want to get civilized.
