ATI Radeon 7000

what are the best FPS's I can achieve on an ATI Radeon 7000?
Running it on an Athlon XP+ 2000, 256MB RAM, Windows 2000 Pro.
 
Currently got setting to limit to 45fps which I can achieve, (if limited to 65fps's game stutters) however I have noticed that the terrain is grainy at takeoff and when smoke is about the rate reduces greatly. when flying low game slows and fps's drop aswell.
 
I had this same card on a PII 300 until recently and it was great, no splutter or stutter at all.
Is this to do with the Athlon CPU at all?
 
Have latest Catalyst driver from ATI, all tweaks tweaked, so to speak.
Sound acceleration knocked down a notch, anti-aliasing at application pref. and set to quality,as a re texture quality and Mipmap detail.
 
Any thoughts? Should by all accounts FLY!!

Can any1 help?!

I'm afraid the Radeon 7000 is just about the lowest spec card available on the market. Fine for office aps but not for gaming.  

 Please go and buy a better graphics card. Seriously, that is the problem. You needn't spend a fortune. Even a second hand Geforce 2 Ultra would be better.

Had to disable Norton AutoProtect, rebooted and hey presto pulling 75fps's constant!!
