2 users on DSL w/vox problem

We have two accounts at the house that use the same DSL line. Vox works perfectly if one is logged on, but if two are logged on one will work and the other will be intermittent.

The second user can almost always get out but not recieve vox. This like I said is pretty regular but not completely consistant. Sometimes both users vox works fine.

any ideas?

I take it you are using a router and have NAT enabled.  This would be up to the router to handle the translation tables correctly.

I am using a linksys router and I am pretty sure NAT is on, but I will check it out tonight.

I am not saying NAT will fix it.  I am saying then the NAT implementation in the router is the part responsible for building the correct tables to get the packets to/from each computer on the LAN.
NAT is actually a problem for more personal routers when more than one computer needs to access the same resource (port), using UDP.  With TCP, it is not an issue.
