What about allowing some aircraft to be available at ports, factories, cities, etc. Say planes that are relegated to "second tier" defense, or used as "scout/patrol" planes? Like the P-40s, Hurricane I, Val, Kate and SBD? Hmm? Might get these birds in the air once in awhile. Also gives the defenseless cities a fighting chance.
