I could give you some more detailed of the history of that exact airplane... but to answer your question - it wasn't repainted after Museum got that plane

Of course that exact one might been repainted after the war before the Museum got him

to answer your question let me give you some backgroud of Polish history

After being most (or at least one of the most) powerfull nations in (lat's say) mid ages we ended up as a poor and small country. We've been deleted from the map few times... we've been partitioned 3 times... simply we were no longer existing.
Fortunatelly we get our freedom back but... between the WW1 and WW2 we got involved with fighting with the "Russians"... and finally we've stopped them in Warsaw then pushed back...
At that times MOST of the military strategies were based on the WW1 (just look and France and GB to see how outdated their strategies were) and there were NOT so concernet about the airplanes.
With no doubt Germans developed some new and effective strategies before WW2

Other also really important thing was the money. As i mentioned we were poor country and we've no founds to produce the plane ONLy for our pruposes... but we've found the market for the plane so we decided to sell it and put the money where we needed them mostly. I can only guess that our leaders made that decision based on the fact that PZL P24 was just a modified PZL P11c... and when you look at this while remembering that our leaders decided to use the airforce in some marginal way, you will see the reason for that state of things.
Yes, you are right that we should just try to equip some units in this fighter

Also you are right that it wouldn't help much in 39'
