I managed to buy a throughbred 1800+ off ebay for 40.00.  It was factory unlocked and from everything I've read, it will run up to 2600+ on a 333 fsb.  Currently I am getting 2100+ with it on an older 266fsb motherboard...for once I've got some upgrade room.
Get the manufactor numbers off of the cpu and search google concerning overclocking.  Alot of the slower throughbreds are actually underclocked, and the multiplier is unlocked also.

Just my opinion.

Throughbred 'A's are not good overclockers.  On the other hand, Throughbred 'B's are excellent overclockers.

I'd be sure which you have.  The Thoroughbred 'A' core was used on up to the 2200+ CPUs, the Palomino core was available up to the 2100+ level.  Basically these two cores have essentially the same overclocking ability.  The only real difference between them is that the Throughbred 'A' core will dissipate slightly less heat than the Palomino at the same clockspeed.

Personally, I'd stick with what you've got and if you really want to overclock, find a new Throughbred 'B' 1700+.  These often overclock to over 2 GHz (sometimes as high as 2.4 GHz) true clockspeeds.  Online, these are around $50.

If your gonna get a XP1700+ Tbred '"b" core try and find one that has a JIUHB DL3TC, I have one of these and have it clocked at 2.2Ghz with 1.65 volts of 11X200FSB it runs at 45C underload. best $50 I ever spent
