I haven't taken the time to play with the terrain editor, but I do have an idea for a map.
One question, though...does Aces High code allow for unassigned bases that need to be captured before use?

If you are talking about an other-than-MA type map (H2H perhaps) you could make the third country a neutral country, turn their resources down to nothing (not sure if that would trigger a reset, tho).
I've thought of this before too. You could actually have not a deserted base, but an empty buildable area. Bring 20 goons w/ supplies in and build a new base. Would be cool.
