The reason Bush gave to the US Congress for going to war and invoking the WAR POWERS ACT was that he had to ATTACK Iraq because Iraq represented an IMMEDIATE THREAT to the USA.
He porported that he had irrefutable evidence Iraq had STOCK PILES of WMD READY to be USED against the USA. And an ATTACK from IRAQ was IMMENANT.
