Of any movie, cartoon or folk tale you have seen or heard or read....

(fictional of course)


... which character do you think would win the 'Greatest Evil' act award?

This is not body count or gore stuff btw.

He found a village of 100 male smurfs... which as far as we know is their entire race ... and creates a female smurf and dumps her in their midst.

..and she doesn't like any of them.

IMO there hasn't been a screen villain in the modern era of film that just OOZED evil like the Emperor. Return of the Jedi is considered the weakest of the Original Trilogy (but still superior by VAST degrees over the BEST of the prequels) but it's worth watching just for the Emperor's dialog. No matter how decrepit he appears, there's no doubt whatsoever why Imperial officers are terrified of even MENTIONING him. I STILL get chills every time I hear him deliver "Now witness the firepower of this FULLY ARMED and OPERATIONAL battle station!" Even George Lucas' feeble writing skills are crushed beneath the sheer screen presence McDiarmid brings to the Dark Side of the Force.

Then twenty years later they turned him into a cackling lunatic whose "climactic" duel with Yoda looked like a platform sequence in a video game. :p

Yes, he's pretty evil.  However, and someone correct me if I'm wrong, but in the book wasn't Gandalf a bit more successful in stairing down the witch-king?  I don't remember the witch-king breaking Gandalf's staff, either.

Correct. In fact, it wouldn't have been POSSIBLE for the Witch-king to have done so. The Witch-king was "merely" a Man corrupted by Sauron, enslaved, and granted additional power by one of the Nine.

Gandalf was a Maia spirit, so by HIMSELF was a being several orders more powerful than the Witch-king could be, AND he also had one of the Three to bolster that as well.

In the books Gandalf was actually about to pursue the Witch-king when he fled on the arrival of the Rohirrim. Pippin interrupted him to tell him what Denethor was doing (rather than the encounter occurring AFTER Pippin summoned Gandalf, as in the movie). Gandalf could have destroyed him with hardly a second thought.
