Looking to build a new comp,have around 700USD to spend!
Oh and I need an OS for it. Plz make all the suggestion you can!

Difficult to make a true "gaming" system for that limit, but I'll try my best. Best non B150 ( business not gaming MB) I could find for the $ is what I used, no frills really. Went with the cheaper 6600 and not the overclockable "k" variant of the CPU as every single dollar matters with such a budget. TBH I'm having a real hard time making anything I'd consider a "gaming" system capable of running AH3 decently (my decently) for 700$. I compromised as much as I felt I could get away with, as in sub 30$ case, pretty low power PSU, not a 970 but a 960 GPU which is a huge hit IMO based on my experience with the 970, 980, and 980ti, and only 8 gb RAM (although decent DDR4 ram). Dropped the "boot" 128gb 45$ SSD too, so 7200 spinner only (boooo).
There just isn't a whole lot of anything "cheaper" that is really worthwhile for a gaming rig IMO. Maybe others better at building budget stuff can do a better job, in fact I'm sure of it, but this is around the best idea I can come up with, and I blew the budget by 100$ still, while dropping to a video card I'd have little confidence in going forward.
An extra 300$USD makes a world of difference in building a budget gaming rig IMO - 1000$ builds are everywhere on this forum and elsewhere. 700$ is a challenge, at least for me.
Being as you're up here in Canada with me, keep an eye out at hardwarecanucks.com website/forum and youtube channel, a lot of throughput for good used gear there, probably the best way to go with your 1000$CDN budget - in fact I know it is. Heh, I bought an IBM model M like new keyboard for the collection for 40$ from somebody there just a couple months ago - deals abound there. I'll look around there and my other sources up here for you Morfiend and see what I can find. It won't be new, but it'll be faster than this system for the same $, if that interests you at all.

Semp, I specifically left it out, I just forgot to write that sentence - again, budget was blown already, and so many "IT" people say that it isn't necessary. Of course, the first PC I built without one, something came along about a week into it where I was forced to hit the local PC shop and buy one, and I still put one in every build I do - again, I was trying to skimp wherever I could to try and hit the 700$USD, and I still failed, and failed with a sub-par video card. I could have put an AMD card in, there are some that are cheaper than the 960 just slightly that outperform it IIRC, but it's so card to card in that range. IMO 970 is the absolute bottom anyone should bother with at this point, and in a short time it's going to be getting stretched to the limit.
My "AH" dedicated box and workstation has my oldest PC, and it has 2 980s, and I run just one for AH as SLI never seemed to make any diff with the lack of an nvidia produced profile, and even the 980 in AH3, while working fantastic, I can see times off in the future with everything at max and a ton of cons over tank town or ships/ack are going to drag me into FPS zones I don't like (ie sub 50).
I'd still recommend going used and getting what would be a 1000$USD ish machine with a 970 at least for 700$USD, I see them around, as well as the components to make one around often enough.
I've seen others better at this here, especially with the best bang/$ lower end stuff make some pretty amazing builds for prices I wouldn't thought possible, I'm waiting to see them in this thread, as I'm pretty generic when it comes to picking stuff. It was actually a pretty fun challenge to try and hit that 700$, and Semp's advice re a cheaper 0S could save enough to make it a little closer - maybe a cheaper PSU too - it might be possible with tweaks to get that system at 700$, but IMO it's impossible with a video card with the power that's essentially a necessity for modern games, IMO.

Can't argue, good build.
Another $25 could be skimped by using the boxed Intel cooler instead of the Cooler Master. That would do the job quite well using standard clocks.

TBH,this isnt for me but for a friend who is on a tight budget. He wants something that can be upgraded so I was hoping to go socket 1151,just like Gman suggests. I hadnt considered the 960 and while it's a big step down from a 970/980 I think it would be a fine choice.
I was searching over the weekend but was having issues getting USD pricing as it seemed to default to Canuk bucks or sites so I got frustrated and posted here.
Where I was stuck was the MB and case,I hadnt considered asrock but they seem to be the goto budget board. Also he isnt all that computer savvy so I doubt he would ever overclock and as Bizman said could simply use the stock cooler.
He's raising a family and enjoys flying in AH so I'm trying to get him a budget build so he can continue in AH3,his system is an old pentium based system and just not worth upgrading.

That's not too shabby at all Yipi, as I said I knew that others with a better idea of budget systems would find something under 700, and that AMD CPU and 380 probably won't preform noticeably different than my 960 1151 build. Prices will be dropping soon too, with the new 1080 nvidia and Polaris AMD stuff, but Intel has kaby lake and Broadwell E coming, and AMD has a pile of new CPUs inbound too - all rumored to be coming around late spring mid summer.
So, waiting a couple/few months could be a HUGE payoff in terms of $ saved due to pricing dropping on the current stuff available. Something to consider if on a budget, as AH3 will be in its infancy still by the time new stuff comes and current prices take a nose dive.

change the CPU to a 4-core
AMD FX-4350 Vishera Quad-Core 4.2 GHz Socket AM3+ 125W FD4350FRHKBOX Desktop Processor $89.99 at newegg ( I am pretty sure it will outperform that 6-core AMD FX 6300 )
the FX-4350 will go to 4.8+ on Air Cool with the right heatsink/fan setup
then boost your MB to an "ASUS M5A99FX PRO R2.0 AM3+"
also, that ASUS DVD - DL rewriter is often sold around $14 to $15 dollars US

This is close but still needs some tweaking. I broke the bank by $17.09. It would be really nice to move the vid card to a 970 rather than a 960. I considered using a 3.5 Ghz or higher Core I3 to get the 970 but decided against it and opted for the Core I5 and the 960. That and other things could be upgraded in the future.
