OR, set a random "high" achievement per map which resets map!
Achievement is hidden and unknown to all.
Example:
Four air bases taken in succession
3 strat targets reduced to under 25%
Randomly weighted vbases as "depots"....
each side has a vbase (randomly selected and not obvious or identifiable by any player) which when after reduced to 50% after (randome time.... 360 minutes?) and resupplied to 100% resets map....
Ideas can be big, think outside the box!
