Allow 4 active CV's per side(the rest as invasion fleets) And the CV's will be the only operational airfields. Just a thought.

I think it could be fun!

This set-up could offer at least one thing that most others could not match...  Fast and furious, quick-to-the-fight furball action.  Launch from the CV and 2 minutes later your in the mix.  The CVs will no doubt find each other often.

I would recommend;
No CV/cruiser guns.  All ships must then be sunk by navy bombers/torpedos!
(No Hellcats/Ubber-Jabos )
Friendly and enemy CV spawn points 25 (or less) miles apart.
Short CV down time.
Low/med. ack settings.

Yep! make it so we have to use sbds/vals/kates to sink the carriers.  I would leave the tbm out as it is way to uber for this setup.  Small map too  hell you could make the map in your sleep.  One chunk of land with dead strip and four carrier groups.

Maybe make the TBM available on only 1 of the 4 Allied CVs.  It is a bit too uber, but it was there in small numbers I believe.

Good Idea. Maybe zeroes, f4f's and SBD's in the meantime. I state no TBM's because I was involved in the Midway event and the IJN used their squads of TBM's to fly at 22k and intercept f4f's and SBD's. I'm not sure if the TBM's are overmodeled or the f4f pilots were not good, but it kinda spoiled the event for me and I am totally opposed to TBM's now.
