Falklands is still underway; I've spoken to CBFASI (alsoo his AH name) just in the past month about it.
Well, it's not illegal to sell addons for OFP, but you'd have to do it through Codemasters or something. So a third party could conceivably sell stuff, especially if they were under contract to do so. Of course, with the OFP addon scene, it wouldn't really make sense, since those commercial addons would be available to all. (Unlike VBS1 which encrypts addons to individual keys... of course, someone could pirate those, but what's the point?)
I haven't played OFP in something like six months, but am always willing to try. My little OFP mod group is still alive, but we're "pursuing other opportunities" at the moment.
Anyway, I'd be game, but the time zone and net difficulties might throw a wrench in it. At the very least, I can supply some sweet-ass CM tools to make it all work better. I don't think I part with the "military-grade" stuff, but the general release goodies are pretty nice.
