Here's a bit of info:
I'm running an intel celeron 2.6 GHz with 256 MB ram
A Geforce FX 5200 vid card (PCI version).
I too was experienceing screen stutters. Patience seems to be the cure. It took about 45 minutes or so, but they just stopped on their own. It seems it takes a while for everything to load up.
As far as FPS goes, I was running this set up in 800X600 and 128, all sliders set to perormance. AA off Anisotropic filtering off, ran enditall, sound card at 3/4 etc. My FR's were playable but would drop to the high teens in a furball. They were never steady, and it was very irritating.
I ended up boosting my resolution to 1280x1024, set my texture to 256, set the sliders to about midway. Just tried it to see how much performance hit I would get.
Well, my FPS actually dropped a bit, but stays pretty steady between high 30's to high 20's, even in a furball, OTD, in smoke with a loaded pair of shorts.
By making my vid card work a bit, it seems to actually perform a little better.
I am getting by with just 256 MB ram, but I bet boosting it to 512 would see even better performance.
Paulobrien I would try boosting your ram, applying a little patience, and playing around with the game settings.
Worked wonders for me.
