From your previous posts, I take it you have an old ATI video card.
A better video card would improve things, but you also have a 433Mhz processor, so you will only be able to go so far.
Basically, you are looking at a system which just is not fast enough to get you good frame rates, without investing in a faster CPU and/or a better video card.
If budget does not allow replacing the entire CPU, I would go ahead and invest in a good quality AGP video card. You can always move it to the next computer you get.
