Am I right in thinking that the new city takes care of its own factories' resupply, so we don't need to create railway lines for strat any more?

Well on the ndisle map the trains just run down the roads. Doesn't look like there are any tracks anywhere, kinda odd to see all of those trains hovering over the water south of the city!
