If you want 27 troops in a C-47 then it will have to take 27 troops to capture a base.  This is HiTech's way of evening it out.  The more troops a troop carrier carries in-game the more it will take to capture a base.  Can't remember right off where HT talked about it, but it's somewhere here....

Extra leg room.

and even 10 volunteers is hard to find. Do you know what their chances of survival are?

I think 1701E's answer is accurate I vaguely recall HT saying something to that effect somewhere sometime and I'm pretty sure I'm not imagining it.

Another question comes to mind is were those 27 troops or 27 fully loaded combat ready paratroops in full kit and how much extra space and weight do those kits take up?

Really all you need is one good sized dude like Rambo. I seen him drop into a town and kill everybody. Or was the Chuck Norris  :headscratch:

You're complaining about only 10 troops in a C-47 when you don't question the fact that airfields are controlled by 1-mile square mini-towns with a maproom in the center and 10 guys jogging at a medium pace instantly "take control" of an airfield by going into the map room?

It's a gameplay concession. There has to be a limit, a structure, a rule for how the capture works. If they chose "10" troops because it was a round number, then whatever they chose is exactly 1 planeload of troops.

Meaning 1 capture per sortie. Not meant to be realistic. Meant to be gameplay-balanced.

The  reason that C-47 carried 27 troops was not a Gross weight problem, it was a bulk out problem.
Takeoffs are optional, landings aren't
