You usually lose the shipping amount you paid.  paypal is the suck.
I regret doing business with TD Computer Systems.

What I purchased was advertised as Full working condition. It is not. I sent an e-mail to seller 2 days ago.

Im not sure how long to wait for an answer.

Do I file a claim with Ebay and Paypal?

Thanks,

Scott

I believe ebay are dealing with disputes as well as paypal. The ebay dispute decision is pretty quick but paypal side with the buyer almost every time. I'd open paypal dispute and when instructed return the item. If the seller is any good they will refund your postage, if not then hit them with a neg and mark down their dsr's.

Do it with paypal.  Should of some red star or something about opening one.

It takes some time from my experience 2-4 weeks for it to be settled and money back.

Yea.  Paypal is owned by ebay or some partnership along those lines.  Paypal handles the money situation though.

I had a issue with a order of mine where guy didnt ship it and refused to answer and emails sent by me and ebay/paypal.  Only thing you would do on ebay is decrease the seller's rating.

One thing I cant stand with ebay is that for problem buyers you can no longer leave them negative feedback.

Good thing they have rules that limit trouble makers (bidding and not paying, etc)
See Rule 19- Do not place sausage on pizza.

negative feedback against bidders? Its been many months ago when that was started. Now you never know if the person has had problems in the past bidding and not paying for items.

I prefer to buy from someone I can look in the eye.

Ebay is just asking for trouble.

Been there and done that for an item that was never shipped. Both paypal and ebay resolved in my favor as the buyer and went after him for the amount they refunded back to my bank account. It took about a week to get it resolved satisfactorily but it was good.
