Its not a rumor. Bethesda is going to release the creation kit this month. PC only of course.
Gaidin: PC. If your system can run it, get the PC version. Believe it or not, skyrim isnt that demanding. I'm running it at max graphic settings in a quad core amd 2.8ghz with a GT240 vid card and 4 gigs ram. A friend of mine runs it at low settings in a dual core amd 1.8ghz, 2 gigs ram with a GT260.
The difference between high and low graphic settings is hardly noticeable however. Of course there is a difference but its not like dragons look choppy or cartoonish. Its mostly anti-aliasing visual and texture decoration in objects that is lost.
PC version of the game lets you add insane amount of mods and best of all, you can keymap the game to your likings. I havent played skyrim on a console but i have played Fallout 3 on both systems and its just irritating to be locked into a gamepad control set when you have SO many things to do and manage in the game. Heck, inventory management itself is hell using a gamepad.
... and on a PC you can use the multiplayer mod
