Ozkansas east city leveled to 9%, factories down to ~25% all factories back 45mn

the nonretreated east city of ozkansas myself and another player first dropped the city to 9%.

we then killed the flak factory to 25%.

45 minutes later flak factory is rebuilt.

killing the city had no effect. everything is coming back in 45 minutes.

did this with a carrier group and was at the city complex for the duration of its destruction and respawning.  

no enemy c47s dropped supplies on it.

dont they get resupplied by either train or trucks every 15 min automatically?

Yes, but with the City almost totally down they should stay down for way longer than just 45 minutes. The City is what resupplies the factories.
