Right now bombing a town that is not about to be captured is somewhat pointless. What if destroying a building in one town would add 1 minute of down time to the same building in a different town destroyed after it....

Yea, IMO this doesn't help much except to add more incentive to not join the main force of an attack

Take down the sity strats near the HQ of an enemy country. That increases the downtime for the town buildings of that country.

I'm hoping the bish have finally put together the cause/effect relationship between allowing the city center to be bombed to 12% and losing 9 fields in 3 hours.
