Why not make it to where you can switch sides for free every 12 hours, or anytime you want for say... 25 perks... just pop up a window "Do you want to spend Fighter, Bomber, or Vehicle perks?" Click button, boom, switched.
I believe it would lead to spying. 25 perks is nothing.
