Have them target randomly to an area the diameter of a radius from the center of a large airfield and an average distance town center. Allow the player to click on a map location within the V1 range which updates to the V1 like land mode aiming.
Then Hitech can apply some random factoring to direction and roughly when the engine cut's off and the gyro tips the V1 over. In between points A, B, and impact, the V1 is fair game to everything with a popgun including killing it's ramp or vulching it on the ramp. Or a manned 37mm pops it over the field during it's death spiral. Don't allow proximity kills or assists from it if hit hits near you. The 8 inch in land mode will be a sniper rifle compared to a V1 then.
Give it a non-refundable perk cost equal to a 262 with some game function to limit location availability and use as a short range CV killer. Restrict it to a minimum range of a sector. It will be more of a nuisance and have an Oh, Wow, gee, free Scooby snacks factor. And once in awhile might land on something worth destroying.
Just think of the long conga lines that will chase one of these doodlebugs, while you line up behind, 5k above, and dive in for the pick of life time.
