No I mean in the cockpit on the runway then bring up the settings window. I did it in offline practice and it worked. No idea why.

Just a wild guess: In the cockpit of a fighter you're in "fighter mode" so all the settings you make automatically affect the fighters. In the tower you may for some reason be in another mode.
