Are the Strats Rebuild times Correct ?

I noticed a major change in the Strategic Targets Chart that is on the HT web site under Aces High Gameplay.

The rebuild times have increased dramatically...

I am assuming the rebuild times are based on no trains, convoys or barges automatically re-supplying the target, along with it being based on no player re-supply...

Am I correct in my assumptions ?
(usually my assumptions get me in trouble..):confused:

Assuming a fair bit here myself Boot, but I think thats right.
The rebuild times listed are correct, given that the field in question is not resupplied in any way....trains, convoys, or player manned M3 or C47 with field suppies.
